Okay...I'm don't want this thread to turn into something nasty. This is about what's fair and what works. Both for the players and for the TD (who has to get everyone signed in, put groups together, go over the rules, figure out which holes everyone starts on...all in a very short period of time). The easier we make it, the better.
Thanks to everyone for their input. I think I may have a few private discussions before a fair and equitable solution is reached. There are few other considerations and objectives to be taken into account.
There will probably be some who disagree with it...there will be some who agree with it...and it may need to be tweaked a bit...
...but I wanted your input and I have it.

Becusae I have played more monthlies than you Eric, and have a quite abit more experince than you do.
